AbstractApprovedbytheStateBoardofEducation,.NationalComputerRank Examination(NCRE)wasorganizedin1994bythetestingcenterforthe community.Afteralmosttwenty yearsofdevelopment, someproblemshave exposedintheorganization andimplementation whichshouldbeincreasingly paidattentionto.Accordingtothedataanalysisof the examination,, participationinobservationandinterviewswithoutstructuresfromthedataof theHarbinNCREmanagement, thewriterhas collected agreatdeal of informationtoprovethatthereareintermediateorganizationsbetweenthe examinationalmanagement institutesandtheparticipants oftheexamination, whichprovetheabsenceofthemanagementandalsocansatisfythebenefitsof theparticipants’ “utility”andtheimprovementoftheeconomy.Ontheoneside, theyexistindifferentformaltrainingcenters,whichareorganized bysome collegesthatcanprovidecomputerexaminationsorbysomeculturaltraining schools,trainingcenterswhichareorganizedbysomesocialmembers.Theycan awardtheparticipantsthecertificatesofNCRE.Ontheotherhand,someillegal organizationstrytoprovide“Surepass”examinationguaranteetogetpotential participants,controltheresourceofexaminationparticipants,andtheyalsohelp tosignupfortheexaminations,thentheycangettheeconomybenefitsofthe examinationsbycheating.Theseillegalorganizationsnotonlyaffecttheoriginal certainstyleofHarbinNCREmanagementprocess,butalsodestroythesocial examinationclimate,sothatthebadinfluencehasbeenmadeinthemodern society.Accordingtotheanalysisofthefunctionsandthetrendofthese intermediateorganizations,tousetherestraintoftheadministrativemeans,to strengthenthehonestyeducation,andtobuildthecareersupervisionsystemsto maintainthejusticeandfairnessoftheNCREexaminationmustbeanimportant issue.Keywords：NationalComputerRankExamination,intermediateorganizations, cheating目录摘要...................................................................................................................IABSTRACT.......................................................................................................II第1章绪论
