ERP环境下电力公司内部控制优化研究 　　摘 要 　　如何适应经济“新常态”,推动电力行业的提效增质与节能减排，推动电力企业的信息化、智能化与自动化建设，实现电力企业的集约化管理、精益化运营、系统化发展与标准化管理，是我国电力企业健康、有序、可持续发展亟待解决的关键问题。随着 ERP 系统信息整合、流程处理与数据分析优势的不断增强，企业内部控制管理优势、应用领域与应用价值的不断拓展，我国电力企业普遍引进了 ERP 系统、建立了系统的内部控制管理体系，以充分发挥电力企业的能源性行业与基础性产业职能。 　　为了提升企业内部控制的运行效率与实施效果，本研究以 H 省电力公司为分析对象，全面论述了 ERP 系统与企业内部控制的相关概念，分析了 ERP 系统与企业内部控制的共同性与关联性；客观论述了 H 省电力公司 ERP 系统建设与企业内部控制运行的现状，阐释了 H 省电力公司 ERP 环境下企业内部控制体系的基本框架，分析了 ERP 环境下企业内部控制运行中存在的内部控制环境滞后、风险评估能力弱化、企业内部控制体系亟待完善等问题；最后从企业内部控制环境优化、风险评估能力优化、企业内部控制支撑机制优化等方面构建了 H 省电力公司 ERP 环境下企业内部控制的改进策略，以增强 ERP 系统与企业内部控制的契合度，提升 H 省电力公司企业内部控制的效率效果，强化 H 省电力公司企业内部控制与风险管理的执行力等。 　　关键词：ERP 系统，内部控制，H 省电力公司 　　Abstract 　　That adapting to the new normal economy, achieve the efficiency optimization andthe emission reduction of the electric power industry; promoting the information,intellectualization and automation construction of electric power industry; realizingthe intensive management , lean operation and system development andstandardization of electric power industry,is the key problem to achieve the healthy,sustainable and ordered development of power enterprises in China.
