Applicable scope Navigation Department students. 3. Duties 3.1 The Vice President managing the students chiefly work as the corps head, who is responsible for the organization and implementation of the semi-military management of students comprehensively. 3.2 The Corps Office for Semi-military management (namely Student Affairs Department) is founded at college, which is responsible for the planning, organizing, directing, supervision, inspection and guidance of the semi-military management of students. 3.3 The brigade is founded under the corps. The brigade leader position is held by the Community Party General Secretary. The Political commissar position is held by the Deputy Party Secretary whose duty is managing the students chiefly at college. The Political commissar is in charge of the organizational leadership for the semi-military management of students belonging to the whole corps. And also, the Political commissar conducts the decisions, orders, guidances, as well as plans from the Corps Office and implements various provisions related to the semi-military management. 3.4 The brigade includes several squadrons (namely all grades from the Navigation Department). The counselor works as the squadron leader, who is responsible for the daily teaching management under the leadership of the brigade leader to implement the semi-military management. 3.5 Several district teams (all classes) are set up under the squadron. Under the leadership of the squadron leader, the district captains (namely the monitors) ensure the standardization of the daily life of the system. 3.6 The other departments help the the Corps Office with the joint management to
