毕业论文（设计） 题 目 美国对华反倾销的现状及应对措施 姓 名 徐 建 学 号 3090115145 专业班级 国贸092 指导教师 崔起凡 分 院 经济与贸易分院 完成日期 2013年5月25日 Research on the Present Situation and Countermeasures of Anti-dumping Xu Jian 摘 要 伴随着中美双边贸易迅速发展的是贸易摩擦的日渐增多，美国频繁使用反倾销、反补贴、保障措施和“337” 调查等手段来阻碍中国产品向美国的出口。其中，反倾销调查高居各措施“榜首”。美国对华反倾销措施的滥用和实施，不仅使我国竞争优势产业面临的国际贸易环境趋于恶化，而且大大延缓了经济全球化的进程。因此，深入研究美国对华反倾销问题及中国的应对策略，成为我国长期需要解决的重大课题。本文主要采用规范分析的研究方法，界定了倾销与反倾销的经济学定义，分析了倾销与反倾销产生的理论基础；本文通过对美国对华反倾销的原因进行了分析，美国国内经济持续低迷、对华贸易逆差不断扩大以及中美汇率的不均衡是美国对华反倾销的主要原因。另外，我国对外贸易结构不合理以及贸易救济制度的缺陷也是美国对华反倾销的重要原因；本文创造性提出了今后中国应对美国反倾销的策略：创新产业发展机制、创新贸易发展模式、创新汇率均衡机制以及创新贸易救济制度等。 关键词：中美；反倾销；原因；措施 Abstract With the rapid development of Sino-US bilateral trade，trade frictions increase，so that the United States frequently use anti-dumping，countervailing，safeguard measures，337 surveys and other means to block the export of Chinese products to the United States. And anti-dumping investigation reaches the top number among all measures. The abuse of anti-dumping measures not only deteriorate Chinas competitive advantages in its own industries，but also significantly delay the process of economy globalization. Therefore, the in-depth study of U.S. anti-dumping measures and Chinas response has being becoming a long-term issue need to solve. This paper uses standard analyzing methods to define the economics meaning of dumping and anti-dumping and analyzes their basic theories; the paper analyzes reasons of US-Sino anti-dumping and finally finds that，American economy continues to slump, Sino-US trade imbalance and unreasonable exchange rate valuation are main reasons of anti-dumping from the United States to China; The article also puts forward the creative response to U.S. anti-dumping in Chinas strategy.
