It is the carrier of industrial development, focusing on developing seven emerging industries and taking into account historical classic industry. Different from the emerging industries, historical classic industry is a traditional industry, with a long history and profound cultural background. While it is difficult to adapt to the development of modern economic, a long history gives its unique humanity meaning. In this paper, we select the characteristic town with historical classic industry as the object of study, through industrial upgrading and transformation, we discuss how secondary and tertiary industries to promote primary industry and further comprehensively develop primary industry in turn, so as to achieve industrial linkage, to promote regional economic and meet the development needs of characteristic town. Key Words Characteristic town, Historical classic industry, Industrial linkage, Longwu tea town 2015年6月4日，浙江省首批省级特色小镇创建名单正式公布，次年1月29日，第二批创建名单也正式出炉，特色小镇逐渐成为浙江 经济发展的新亮点。它不是行政区划单元上的“镇”，也不同于产业园区、风景区的“区”，而是融合产业、文化、旅游、社区功能的创 新创业发展平台。特色小镇规划面积一般控制在3km2 ，原则上3年内要完成固定资产投资50亿元（不含住宅和商业综合体项目），并且 都要建设成为3A级以上景区。 特色小镇不仅是一次经济探索，如省长李强所言，它更是“破解浙江空间资源
