合理利用外资策略研究 【摘要】目前，外资已成为我国经济腾飞的重要功臣。随着我国改革开放的不断深入，经济实力的不断提高，对如何利用好外资也产生了新的要求。引资方的目的是多方面的，如解决本国资金需求，拉动本国经济发展，带动国内产业结构调整，发展区域经济，刺激技术进步，解决就业问题，增加税收收入，加快社会改革等等。归纳起来主要可分为三类：一是解决资金匮乏问题，增加当地储蓄，提高当地积累率和经济增长率；二是增加就业，调整产业结构，提高社会效应等外溢效应；三是带来新的技术和管理技巧。经过 30 多年的改革开放，我国在引进外资方面稳居发展中国家之首，截至 2009 年底，我国累计批准设立外商投资企业达到68.3万家，实际外商直接投资额达到 9454亿美元。2009年，外商投资企业工业产值占全国的 28%，缴纳税收占全国的22.7%，出口额占55.9%，进口额占54.9%，直接吸纳就业4500万人。外资已成为我国经济腾飞的重要功臣。现如今随着我国改革开放的不断深入，经济实力的不断提高，对如何利用好外资也产生了新的要求。2010 年 4 月 15 日，国务院办公厅发布了《进一步做好外资工作的若干意见》，该《意见》被业界称为是我国的“外资新政” 【关键词 How to make good use of foreign capital 【Abstract】At present, foreign investment has become an important contributor to Chinas economic take-off.
