Binding regulations for the Sea Commercial Port of Illichivsk为伊利乔夫斯克海商业港口约束力的条例

1. GENERAL PROVISIONS 1.1. The binding regulations for the Sea Commercial Port of Illichivsk (hereinafter referred to as the “Binding Regulations”) have been issued on the basis of Art. 78, Merchant Shipping Code of Ukraine. 1.2. The Binding Regulations extend to any ships and vessels sailing under any flags and subordination in the Port waters and also to enterprises, organizations, institutions, legal entities and natural persons that carry out their activities in the territory and the Port water area. Besides, all ships and vessels that call at the Port of Illichivsk are required to abide to all international laws acknowledged by Ukraine as a maritime state. Ignorance of laws or these Binding Regulations shall not be an excuse from responsibility for their breach. 1.3. These Binding Regulations shall inure on the day of issuance of Order on their approval by Master of SEA COMMERCIAL PORT OF ILLICHIVSK .From then on the Binding Regulations 2007 lose effect. 1.4. Masters of Ukrainian ships calling at Port may obtain the Binding Regulations from their pilot or the Port Master’s Administration, and Masters of foreign ships – from their agent. 1.5. The territory of the Sea Commercial Port of Illichivsk (SCPI) stretches, in the form of a band, along Piers ## 1-12 and 14-25 from the entrance deep into the shore of the Sukhyi Liman and includes Piers ## 26-28(ferry complex), Pier# 29 (gas complex) and the North Spit. The said band of the territory – the distance from the water edge to the fence – has varying width: 200 to 1,000 meters. 1.6. The Port water area (WGS-84 coordinate system) includes the following territories: Water area of the Sukhyi Liman within the limits of: In the north: boundary connecting the points with the following coordinates: latitude 46o 22 17.0 N and longitude 30o 38 20.0 E, and latitude 46o 22 17.0 N, longitude 30o 38 35.0 E; In the east: boundaries connecting the points with the following coordinates: Latitude 46o 19 08.0 N, longitude 30o40 58
