Solving this problem depends on the emigration policies stressing development and improvement of immigrants∀ sense of host. In early phase of migration, the government should provide compensation and subsidies to support immigrants in rebuilding their homeland, thus avoiding risks of migration; while in later phase, the emphasis should be given to creating an Energy Granting Environment, in which immigrants could restore and improve their ability of making a living.
