Methods: Take Jiangsu as an example, basing on the medical needs, the balance of fund, calculating the average financing standard, subdividing the different financing standards of different people further. Then, according to the financing structure and financing capacity, it gets the reference range for individuals. Results: The average financing standard of the basic medical insurance for urban residents in 2013 and 2014 were 585 yuan and 765 yuan. Conclusion: Not only could the financing standard meet the medical need, but also it was affordable.
