Zhangzhou Institute of Technology ，Zhangzhou 363000 ，China ） Abstract ：Bill of quantities is a change of valuation mode and it affects more than calculation methods and decision making process. The reform of valuation mode has an impact on bidding system and construction contract management system and results in change of life cycle management measures for project cost particularly by the issue of Code of Valuation ，GB50500-2008. Based on the characteristics and regulations of Code of Valuation，this paper clarified project cost management essentials in contract implementation phase and management measures.
