By comparing and analyzing the current situation of cross-border e-commerce in Beijing, Tianjin and Hebei, it is explored that Hebei’s cross-border e-commerce mainly has the following problems: the lack of cultivation of cross-border e-commerce market subject, the lack of guidance and policy innovation of government, the lagging development of cross-border logistics and the lack of talents of cross-border e-commerce. And for the development of cross- border e-commerce in Hebei Province, this paper proposed the following countermeasures: introducing and cultivat- ing the cross-border e-commerce market subject, realizing the coordinated development of Bei- jing, Tianjin and Hebei under the guidance of government, creating cross- border logistics ware- housing centers based on the scientific sites, innovative personn
