以新都市主義觀念看住宅社區開發之規劃 The Planning of Residential Development form the New Urbanism 鄭凱仁* Kai-Jen Cheng 摘要 良好的住宅社區品質與有效的房地產開發是住宅社區設計的兩大目標，然而可以兼顧的開發並不多；針對這個考量，美國自1990年代起，由若干建築師、社區規劃者成立了「新都市主義協會（Congress for the New Urbanism）」，其所倡行的規劃理論與精神，似乎可以解決這樣的困境，以該主義為思考的開發案，係在說明Jane Jacobs在「The Death and Life of Great American Cities」一書中所提出以明確的中心與邊界、可行走的城市、公共開放空間的塑造、混合使用、公、私有土地等級制度的住宅規劃原則，本研究擬以「新都市主義」的理論作為主題，並根據美國已實行之社區住宅開發案例，闡述規劃理論的重點與精神以及其實質開發之方式與通則，以建構出主題化、混和使用、運輸導向且具有地方識別的「好住宅」。 關鍵詞：新都市主義、住宅社區規劃、大眾運輸導向 ABSTRACT The good quality of residence and effective real estate development are two goals of community design. However, it’s difficult to give consideration the both side. To connection with the question, many architects and community planners established the 「Congress for the New Urbanism」form 1990. The new planning theory illustrates some principles ---there should be defined edges, the circulation system should function for the pedestrian , public space should be formative rather than residential, civic and private domains should forma complementary hierarchy , and population and use should be diverse---,and the same with the purpose of the Jane Jacobs in “The Death and Life of Great America Cities”. This study stand on the theory of the New Urbanism. Accordance to the case realized in America, expound the point and spirit of the planning theory and general principles. Finally, to defined a good residence which are thematic, mixed-used, transit-oriented development and local identification. Key words : New Urbanism, community planning, transit-oriented development *成功大學都市計畫研究所研究生 前言 良好的生活品質與有效的土地利用一直是住宅社區開發的基本要件，但可以兼顧的開發案卻不多；加上都市快速成長、汽車的過渡依賴，在政府政策、與計畫中，也都鼓勵著小汽車的成長與住宅往郊區發展，造成了都市蔓延、交通擁擠、環境污染、社區關係單薄…等都市問題，針對這個考量，美國自1990年代起，由若干建築師、社區規劃者成立了「新都市主義協會（Congress for the New Urbanism）」，其所倡行的規劃理論與精神，似乎可以解決這樣的困境，他們認為：城市是可以根據相似的原則被「設計」，並提出幾項原則：1.明確的中心與邊界2.可行走的城市3.公共開放空間的塑造4.混合使用5.公、私有土地等級制度，另外也強調區域的生態平衡，而以該主義為思考的開發案中，係也在說明Jane Jacobs在「The Death and Life of Great American Cities」一書
