第37卷第7期 北京体育大学学报 Vol.37 No.7 2014年7月 JournalBeijingof UniversitySporl Jul.2014 畚体育人文社会学 我国公共体育服务体系：过程结构与功能定位 王家宏，李燕领，陶玉流 (苏州大学体育学院，江苏苏州2丨5021) 摘要：基于有效促进公共体育服务体系科学发展，运用文献资料法和逻辑分析法对公共体育服务体系的 过程结构与功能定位进行了研究。研究认为：公共体育服务需求体系、供给体系、保障体系和评价体系构 成了公共体育服务体系的过程结构。公共体育服务体系发挥着创新服务、资源整合与激励约朿等3大功 能同时,我国公共体育服务体系供给主体间的功能关系为：政府公共服务机构承担着目标达成功能，市 场组织在公共服务体系中承担着适应功能，社会性组织主要承担着整合功能，而相关的高等院校及科研机 构承担着维系模式的功能。这对于促进体育资源的合理配置，满足人民群众日益增氏的公共体育服务需 求，切实保障和维护公众的体育权利有着重要意义。 关键词：公共体育服务；耑求体系；供给体系；保障体系；评价体系；质量环；过程结构；功能定位 中图分类号：G80-051 文献标志码：A 文章编号：1007 -3612(2014)07-0001 -07 China Public Sports Service System：Process Structure and Function Orientation WANGJia-hong,IJ Yan-ling�TAO Yu-liu (School of Physical Education, Soochow University, Suzhou 215021，Jiangsu China) Abstract：In orderlo promotethedevelopmentof publicsportsservicesystem,this paperanalyzedprocessthestruc­ ture and function orientation of public sports service system by the methods of literature review and logical analysis. The results showed that demand system, supply system, security system, and evaluation system constitute the process structure of public sports service system.
