Keywords:non-operationalpublicproject;systemofagentconstructionbycorporations;modeof agentconstructionbycorporations;principalagentproblems 企业代建模式中的委托代理问题研究 倪国栋 王建平 中国矿业大学 建筑工程学院工程管理研究所，江苏徐州221008 摘要：本文分析了我国当前在对非经营性政府投资项目项目采用传统管理体制进行管理的过 程中存在的主要问题及其产生的原因，提出最佳解决方式是对非经营性政府投资项目实施 “企 业代建制”，并论述了企业代建制的先进性，指出建设非经营性政府投资项目的最佳管理模式 是 “企业代建模式”，并提出了其项目组织的基本结构。论文介绍了委托代理理论，并重点分 析了企业代建模式中的委托代理问题，提出了三种解决委托代理问题的措施：首先，选择合适 的代建单位；其次，建立起多渠道的代建激励机制对代建单位的行为进行激励；最后，建立起 全方位的代建约束机制对代建单位的行为进行限制。 关键词：非经营性政府投资项目；企业代建制；企业代建模式；委托代理问题 三I九～∞L一ⅣIt
