T his can be easily demonstrat ed in t he ursuit of selfconsist ency as a management t echnology syst em, in the focus on t he design and develo ment of index system of government erformance measurement t hrough technical means, in the ex loration into the government erf ormance management mechanism w it h technical rat ionality instead of olit ical rationalit y, and in the indulgence in seeking t echnical det ails.
