中文摘要 当前，我国正处于进一步深化改革、扩大开放、体制转轨、社会转型的特定 历史时期。在改革开放和建设有中国特色社会主义的伟大实践中，我国公务员队 伍的主流是好的，是有着良好的社会主义道德风尚的。但是，由于旧社会遗留下 来的剥削阶级道德观念和思想意识的影响，加上市场经济带来的负面效应，导致 某些素质不高的公务员经不起执政和改革开放的考验，道德严重滑坡，行政道德 失范现象屡见不鲜。研究社会转型期公务员的道德人格，对于公务员以其道德力 量和人格魅力，来推动社会道德水平的提高，实践“以德治国”方略以及克服市 场经济的发展对公务员思想道德的冲击，教育公务员正确有效地使用权力，自觉 增强党性锻炼和党性修养，从严治党，开展反腐败斗争，建立一支高素质的公务 员队伍等有极其重要的意义。 论文共分为四章。本文第一章从探讨人格及道德人格理论入手，分析了公务 员道德人格的内涵和功能。第二章对社会转型期公务员队伍中出现的道德人格失 范现象进行了根源分析，并阐述了塑造公务员现代道德人格的意义。第三章探讨 了构建公务员现代道德人格的基本原则，对其做出科学定位，并论证了公务员现 代道德人格塑造的可行性。在第四章，从激发道德需要、养成道德认知能力、培 养道德选择能力和加强自我修养四个方面阐述了社会转型期培养与塑造公务员 现代道德人格的有效途径。 关键词：社会转型期；公务员；现代道德人格；科学定位；培养与塑造 I Abstract Currently, china is in a special historical period when reform is being deepened, system and the society are being transformed. At present, during the great practice of constructing socialism with Chinese characteristics, the main stream of civil servants’ ethics in our country is good. However, because the influence of the moral concept of the feudal society, and the negative effect that market economy brings，the civil servants’ morals lose is the model phenomenon of common occurrence. So, study the civil servants moral personality during the social conversion period，for practicing with governing the country with virtue policy, building a high-quality civil servants team has extremely important meanings. This article can be divided into four parts in all. Chapter one start with probing into personality and moral personality theory，and analyzed the intension and function of civil servants moral personality.
