农村新型合作医疗制度适用性分析——以X真为个案.pdfVIP

摘 要 家庭联产承包责任制后，农民主要依靠家庭的自我保障来解决医疗问题。 但随着医药价格的提高和社会风险的加大，以土地为主要依托的家庭保障越来 越受到挑战，在这样的情况下，我们国家政府实施新型合作医疗制度无疑有着 巨大的理论和现实意义。那么新型合作医疗制度实施情况如何，能否在农村地 区得到推广？本研究试图通过对一个镇新型合作医疗制度实施情况的调查和分 析，进而考察农村新型合作医疗制度的适用性。 本文在分析了 X 镇新型合作医疗实施情况，包括医疗站设置情况、资金筹 集情况、资金使用及运行过程中存在的问题等基础上，主要对农民的医疗需求 及参保动机进行了详细的分析和阐述，并进一步将合作医疗实施的效果、效益 及公正性作为农民医疗需求满足状况的指标进行分析和论证，并在此基础上得 出三个结论：新型合作医疗在X 镇推广或普及还需要一些条件的改善；新型合 作医疗满足农民医疗需求的能力不足；政府在合作医疗实施过程中并没有起到 应有的作用。 关键词：合作医疗； 医疗需求；适用性 1 Abstract After the family joint production contract management system, the farmer mainly depends upon the family oneself to safeguard solves the medical problem. But along with the medicine price enhancement and social risk enlarging, more and more receives the challenge take the land as the main backing family safeguard, in such situation, our national government implements the new cooperative medical treatment system to have the huge theory and the practical significance without doubt.
