第四届竞赛全国二等奖作品样例（内容有删减） 保定市低碳农业经济发展运行机制研究 报送学院： 指导教师姓名： 团队成员： 队长： 电话： 队员： 保定市低碳农业经济发展运行机制研究 【摘要】随着二氧化碳等温室气体浓度的升高，全球气候变化对人类生存和发展造成了严峻挑战。农业，对能源的消耗和二氧化碳等温室气体的排放，占人类生产总体排放的很大比重，农业的低碳化发展是使农业经济发展与人类生存相适应的必由之路。保定市的工业低碳化、生活能源低碳化已走在国内前列，农业生产规模大，农业基地化产业化建设初具成效，具备了研究和发展低碳农业经济的较好基础。本文基于低碳经济理论与可持续发展理论，在对保定市农业生产全过程的能耗与用碳现状进行实证调查的基础上，运用数量统计方法，提出了构建保定市低碳农业经济发展的利益主体机制、政策法规机制、资金保障机制、技术支持机制和劳动力保障机制等一整套运行机制和政策建议。 【关键词】低碳经济；低碳农业；运行机制；保定市 Operation mechanism research of low carbon agricultural economy development in Baoding [Abstract] With the increase of the concentration of carbon dioxide and other greenhouse gases, global climate change has caused server challenges to the survival and development of mankind. Agriculture, the energy consumption and emission of carbon dioxide and other greenhouse gases, account for production of humanity a large proportion of overall emissions. Agriculture with low carbon emission is the only way to make the agricultural economic development suitable to the human existence. In Baoding, low carbide in industry and energy of life has been in the front of the domestic. The large scale of agricultural production and the industrialization base construction have developed which has lay a good foundation for the initial researching and developing low carbon agricultural economy. ?Based on the theories of low-carbon economy and the sustainable development, and the empirical investigation of the whole process of agricultural production in the energy consumption and the status of carbon using of Baoding, using quantitative analysis, statistical inference method, the article put forward the mechanism of low-carbon agricultural economic benefit, policy and regulation, funds safeguard, technical support system and labor safeguard to promote the development of agriculture.
