公共管理视角下南京市清荷北园社区居家养老服务的问题与对策研究.docxVIP

摘 要 20世纪80年代以来，我国已经迈入人口老龄化国家的行列，老龄人口比例大、发展速度快等特征使养老服务成为目前社会发展有待解决的问题之一。社区居家养老服务给养老难题带来新的生机，以其多样化、多形式的内容满足当下老年人在不同层面的需求，以其日渐完善的服务体系使社区居家养老成为切实可行的养老方式。相比于其他城市，南京是我国较早进入人口老龄化的城市，南京市致力于实现每个社区都有居家养老服务中心。在此背景下，本文以南京市九如城清荷北园社区为研究个例，通过调查该社区在居家养老服务中的发展现状，分析当前社区存在的养老资金不足、养老服务人员缺乏以及管理体制等问题，基于公共管理的视角，根据问题及现状提出要拓宽资金融入渠道、健全管理模式、明确各部门责任定位等相应的可持续发展对策，以满足老年人不同层次的需求，解决社会中普遍存在的养老问题。 关键词：公共管理理论 居家养老服务 老龄化 可持续发展 Abstract Since the 1980s,China has entered the ranks of the country with an aging ppulation.The large proportion of the aging population and the fast development speed make the elderly service become one of the problems to be solved in the current social development.E community home care service has brought new vitality to the pension problem.With its diversified and multi-form content,it meets the needs of the present elderly at different levels,and makes community home care become a feasible way to provide for the elderly with its increasingly perfect service system.Compared with other cities,Nanjing has entered the aging population earlier in China.Nanjing is committed to realizing the home-based care service center in every community.In this context,this paper takes Qinghebeiyuan Community of Jiuru City in Nanjing city as a case study.By investigating the home-based care services,this paper analyzes the problems existing in the community such as insufficient pension funds,lack of pension service personnel and management.According to the problems and the current situation,we should broaden the channel of fund integration,improve the management mode,clarify the responsibility of each department and other corresponding sustainable development countermeasures,in order to meet the needs of the elderly at different levels,to solve the universal pension problems in the society.
