PURPOSE. This advisory circular (AC)describes the public procedures the FederalAviation Administration (FAA) will use todevelop and issue Technical Standard Orders(TSO) for aeronautical articles to be used oncivil aircraft. The AC presents an index of theFAA TSO’s that contain minimumperformance standards for specified materials,parts, processes, and appliances used on civilaircraft. 2. CANCELLATION. Advisory Circular 110K, Index of Aviation TechnicalStandard Orders, dated September 22, 1999, iscanceled. 3. RELATED FEDERAL REGULATIONSECTIONS. Title 14 of the Code of FederalAviation Regulations (14 CFR), Part 21,Subpart O. 4. BACKGROUND. On June 2, 1980, byAmendment 21-50 to 14 CFR Part 21, the FAAadopted a new public procedure for issuingTSO5S for specified materials, parts, processes,and appliances used on civil aircraft, relocatedthe substance of Subpart A of 14 CFR Part 37to Subpart O of 14 CFR Part 21, and revokedthe remainder of 14 CFR Part 37. Amendment 50 became effective on September 9, 1980. 5. PUBLIC PROCEDURE. The following is the public procedure the FAA will use to develop and issue final TSO?s for specificarticles used on civil aircraft. The FAA will continue to developproposed TSO1 2 3 4 5 *S and will use, by reference inthe TSO, documents prepared and issued byorganizations such as the RTCA, Inc. (RTCA)and the Society of Automotive Engineers(SAE). Notices of RTCA meetings andinvitations will continue to be published in theFederal Register to allow public participationat the early stages of document development. Copies of documents prepared andissued by an organization that are incorporatedby reference in proposed or final TSO9S will bemade available
