Most of the enterprises in commence stage are the mid-small and fewness would be growth up, even to be the biggest enterprise. In the global world. Technology-based small and medium-sized pull off a wave of regional economic development. However, the small and medium-sized start-up phase will often encounter more difficulties; many small and medium-sized enterprises have gone to the collapse in the start-up stage. To solve the problems, some methods and proposal were put forward in four respects . Author focused on small and medium-sized high-tech stage of development theory, combined with its phase characteristics of small and medium-sized technology-based projects from the start into the timing, site selection; business and organization team building; financial management; human resources management identify scientific and technological aspects of SMEs in the start of the main problems encountered and effective solution.
