PAGE PAGE IV 摘 要 当前，我国正处于传统社会向现代社会转型的时期，在商品生产和商品交换活动高度 发达的市场经济社会中，经济关系中的许多矛盾越来越多地和诚信问题联系在一起，诚信 缺失一定程度上变成了我国市场经济健康、顺畅、高效运行的制约因素。治理失信对于形 成公正、公平、健康的信用环境，对于促进市场经济健康快速发展和构建和谐社会都具有 重要的实践意义。加强诚信建设的力度和效度，已成为健全和完善我国市场经济体制必不 可少的环节。 本文结合当前我国市场经济诚信的现状，将传统诚信与现代诚信、中国诚信与西方诚 信进行比较分析后得出诚信与市场经济的紧密联系，进而为当前我国诚信缺失及制度建设 找出一个可资参照的标准和规范，从而节约制度搜寻成本，提高理论研究的预见性和可操 作性。文章试图从法制及体制的完善和执行、社会文化背景、市场经济发育程度、政府职 能变迁等多方面分析诚信缺失的原因，从而在理论和实践上对诚信建设有个全面总体把 握，同时有针对性地从多方面探讨提出市场经济诚信建设的对策建议。 关键词：市场经济 诚信 诚信缺失 诚信建设 Abstract Currently, with the great development of commodity production and exchange in market economy, China is in a traditional period from a traditional society to a modern one, in which more and more contradictions in economical relations are related to the issue of credibility. Lack of credibility, to some extent, has become a major constraint factor for the healthy . Smooth and efficient operation of China’s market economy. Governance and regulation on lacking credibility then, is of great practical significance for creating a just, fair and healthy credit environment, for promoting the healthy and rapid development of market economy, and for building a harmonious society. To promote the effectiveness and efficiency of credibility has been necessary step to improve the institutionalization of China’s market economy. With reference to the current situation of credibility in China’s market economy, The present reached a conclusion that credibility has a close relationship with market economy, from a comparative paper links Chinese market economy status of integrity, honesty traditional and modern honesty, Western and China integrity derived from a comparative analysis between the traditional credibility and the modern one, between the credibility in China and in Western countries respectively.
