PAGE PAGE VI III III Abstract Performance evaluation as a tool for measuring the performance of local government, which is concerned extensively by the government department. in This study, the orient is the strategy of sustainable development,made use of the KPI which is a kind of strategic tool to evaluate the local government’s performance,directed towards national conditions of China and some actual problems which existed in practice of the local government’s performance appraisal, found out the correct angle of view and the basical idea that was our local government to set up the index system of performance evaluation, those had great academic and actual meaning to achieve the strategic objectives of local government and improve the local government’s performance,used this strategic tool could help local government establish the scientific development concept and the correct view of achievements ,in favor of providing technical support for assessing the government’s ability and performance. Chapter Ⅰ analyzed the background, resource and reviewed the research results of domestic and foreign local government’s performance evaluation which was falling through the strategy management of sustainable development, proposed research of ideas, methods, content and possible innovation. Chapter Ⅱ defined the strategic management of local government’s performance and the nature and function of the strategic management of local government’s performance evaluation , explained the inherent logic of relations between KPI and strategy management of local government, based on the status quo of local government’s performance evaluation, pointed out the problems, reasons and special effect to utilize KPI to solve these problems. Chapter Ⅲ based on the system theory, contingency theory, the key performance indicators and the framework of index system ,proposed the framework of the KPI system, according to the basical framework and the principle of building the
