However, current government investment in public projects feasibility evaluation system is still mainly based on economic evaluation, Many non-economic evaluation rarely carry out, including politics, technology, environment, health, medical treatment, education, ecological, employment and many other social benefits. The research about our country’s public project prophase evaluation theory started late, the established evaluation system is not perfect. How to evaluate the public project, make the government investment useful, not only brings to the enterprise profit, but also can give the government, society, people vital interests. How to make this kind of project implement, this is a challenge for the research of public project evaluation method. And this requires the evaluation of public programs for innovation. The subject is determined in this context. In this paper, at first the public project prophase evaluation theory at home and abroad were summarized, and then both domestic and foreign public project prophase evaluation method was studied. On this basis, the existing public project evaluation methods were compared, analyse the public project prophase evaluation research trend.
