Urbanization is not just make several villages living in together, boost farmers income and increase investment in rural areas is the key. Urbanization can only be truly realized after the rural was developed. Simply changes in forms will make farmers poorer than before. Industrial structure in rural areas of Dezhou needs to be adjusted. Due to geographical and climatic conditions, it is difficult to make the majority of farmers get rich legalism through only traditional agriculture. The government could take the lead in the establishment of agricultural products processing enterprises in rural areas, after the second and the tertiary industry was developed to a better level, then urbanization of rural areas will naturally fall into place.
