PAGE PAGE IV 州州叫A噜州 州州叫A噜 州州州AMM m川mA呻 唰唰川nu 阳阳川wadv 川川moo mm川川AE， 州州Y 摘要 近些年来，住房问题成为社会的热点话题，一些中低收入者无力通过住房 市场来满足其居住需求，由此引发了一系列的社会问题。国家巳将解决困难家 庭的住房问题作为其建耍的执政职能，积极开展保障性住房的建设，不断实现 人民的居住权利。但是，从实际情况来看，保障性安居工程的建设与管理还存 在着十分突出的问题，如各项制度不健全、建设进度缓慢、后续管理不到位等。 本文以地方政府角色为研究视角，归纳总结了一些国家和地区在住房保障 方面的成功经验，并结合我国的实际特点，积极探讨地方政府在构建保障性住 房体系中的应然角色。构建保障性住房体系是一项系统工程，它包括供应体系、 制度体系、金融体系和监管体系等子体系。地方政府在构建保障性住房体系中 角色定位应当遵循系统性、适度性和绩效性的原则，维护社会的公平底线，促 进保障性住房供应体系的形成，完善制度体系，协调金融体系中各方的关系， 扩大住房建设资金的来源渠道，设立专门的保障性住房监督管理部门，充分发 挥社厨委的监督作用。 关键词g 地方政府:保障性住房:体系;角色 IIIAbstract I I I ABSTRACT In recent years，the problem of housing has been a hot topic. Some of the low-income couldnt meet their housing needs by housing market，it caused a series of social problems. Government has to construct security housing as an important govemance functions to solve the housing problems. realizing the right of peoples living. However，there are still some prominent problems in the construction and management of security housing，such the system is not perfect ，slow-building，etc. In this paper，111 study the role of local governmentωa point view，summarize a number of successful experience of some countries and regions in constructing security housing，research the original role of our local govemment in building security housing system，which is a system engineering ，性includes the supply system， institutional system，financial system and monitoring system，etc. Local govemment should follow the principles of systematicness and moderation in building security housing system，maintain the bottom line of social equity，promote the fonnation of supply and institutional system，and coordinate the relationship between the local govemmentand other parties in the financial system，expand the sources of funds 岛r housing construction ，set up a special department to supervise and manage the security housing ，pay attention to the function of Community Residents Committee.
