中国的儿童青少年艾滋病预防、治疗和关怀 国家应对举措 成立了国务院防治艾滋病工作委员会专门领导国家艾滋病防治工作。 制定了中国遏制与防治艾滋病行动计划指导各部门（从国家到地方一级）及地方（县级）工作的开展。 开发了国家政策支持地方落实行动计划，如: 实施四免一关怀政策加强预防母婴传播及成人和儿童治疗工作、为受影响儿童和家庭提供社会心理支持以及为促进感染者及其家庭的人权立法。 成功的关键因素 政府领导力 。 为实现国家目标建立了多部门合作机制。 通过非政府组织和民间团体为目标人群提供服务。 主要挑战 支持所有脆弱儿童及其家庭的能力和经费有限。 歧视导致服务利用率较低。 未来行动 开发支持所有脆弱儿童及家庭的儿童福利系统。 调动更多资源。 加强数据的收集从而开发创造性的方法促进地方参与并提供高质量服务。 谢谢 Thank you Chairman, dear colleagues, ladies and gentlemen: It’s an honor for me to introduce HIV Prevention, Treatment, Care and Support for Children and Young people in China. * * My introduction will cover the following five areas: an overview of the AIDS situation in China, our national responses , key factors contributing to successful care and treatment programs for children affected by AIDS along with key challenges. and future steps to improve the coverage and quality of services for children. * Every 1-2 years, the Government of China works with the UN partners to collect and analyze HIV/AIDS information for the development and evaluation of national responses. By the end of October, 2007, the estimated number of PLWHA is 700,000, of which 4.6% were of the 0-19 yrs old age group, and 1% were infected through MTCT. The national data on number of children affected by AIDS is still being collected. However, one study on 127 counties in the China CARES program reports 8, 644 children who lost both parents to AIDS. In response to the epidemic, a special committee was set up to lead AIDS prevention and control efforts, which is the State Council AIDS Working Committee. This committee has branch at all government levels from national to county. To guide the multiple sectors’ work, a national strategic plan was developed, which is the China’s national medium and long term plan for HIV/AIDS Prevention and Control(1998-2010).
