摘 要 新中国成立至今，我国的民航事业取得了令人瞩目的成就，发展规模及运输量不断 上升，民航业在国民经济中的地位也越来越重要。XY 机场是我国国内重要的干线机场， 旅客吞吐量位于全国前十，因此，机场应该采用怎样的运行指挥体系来提高运行效率， 成为了摆在 XY 机场管理者面前的难题。 本论文在国内外研究综述的基础上，运用业务流程再造理论、枢纽机场基本理论、 运行指挥体系理论对 XY 机场运行指挥体系进行了研究。首先，分析了 XY 机场运行指 挥体系的现状以及与战略目标的适宜性，指出目前运行指挥体系存在的问题。然后，分 析国内外机场的运行指挥体系模式，总结并借鉴其他机场的经验。最后，对 XY 机场的 运行指挥体系进行再造，将一个中心模式改造成三个中心模式，设立了运控协调中心、 飞行区管理中心、航站区管理中心，对各个部门的职责进行了界定和规范，提出并设计 了三个中心的运行指挥流程。 本论文将管理理论与实际相结合，研究提高 XY 机场运行指挥体系的方法，对 XY 机场新的运行指挥体系的管理和发展有一定的参考价值，也为国内其他相同规模机场的 运行指挥体系管理的完善和提高给予一些借鉴和启示。 关键词：流程再造 机场 运行指挥体系 I Abstract Since the founding of China PR, the civil aviation made a remarkable achievements. The developmental scale and volume keep rising, and the civil aviation plays a more important role in the national economy. XY Airport is an important main domestic airport in China. The throughput of passengers is located in the national top ten. So what kind of operation command system should be adopted by airport to improve efficiency has become a big problem for managers in XY Airport. Based on the review of domestic and foreign research, this paper studied the operating command system in XY airport by using business process reengineering theory, basic theory of hub airport and operation command system. This paper analyzed about the present situation of the operation command system in XY Airport, pointed out its insufficiency, combined with the advanced experience of other airports, and reengineered the new operational command system, formatted the process of Airport Operations Center, Terminal Operations Center and the Transport Coordination Center. In this paper, combing with management theory and practice, the author studied on the improvement of the operation command system in XY Airport. Research for the management and development of the operations command system in XY airport has some reference value, but also provide some reference for other airports.
