This is a cradle-to-grave, life cycle management and acquisition planning tool that is based on requirements contained in OMB Circular A-11, Part 7 (Exhibit-300) and the Capital Programming Guide. The Desk Guide contains at template for your use in accomplishing an Exhibit 300, and general step by step directions. Because this is only a guide, you should ultimately refer back to the OMB Circular A-11 for detailed, in depth budgeting requirements.
