英文原文 Fostering strategic information support for work safety The world today has entered the era of intellectual takes information ,substance and energy as the three major kinds of resources in the world .The paper emphasizes that analysis and research on information should be further strengthened .the achievements of China coal information institute (CCII) and their important roles in policy –making on work safety are introduce .focal points of strategic information on work safety are also puts forward in the paper which include a) dispatch information on work safety ;b)enforcement effects,follow –up and evaluation on safety regulation and policies ;c) technical information on work safety ;d) follow –up and evaluation of supervising results and information management on work safety ; e) information system of command and decision for mine rescue team ;f) management and quality evaluation on training information ;g) information dissemination and propaganda education on safety. Functions and resources of information In the scientific community ,it is traditionally considered that there are two major kinds of resources in the world .one is matter and the other is energy .matter complies with the law of conservation of energy .today ,scientists put forward the third resources in the world ,that is the information resources .the value and function of information have been universally recognized as they have special laws and functions .apparently ,matter and energy get deteriorated as a result of using them ,only their values are transferred .information ,however ,can be used many times and can be increased in value .the essence of information has yet to be studied and revealed further by the scientific community .currently ,the scientific community has at least realized that information is continuously increasing in value because of its supply ,transference and share .its function is enlarging constantly that the world system is bigger than the sum of the development
