viewpointsofthestudyofpublicfinancialinvestmentsystemintheconstructionofpublicculturalservicesystem,andanalysesthecurrentsituationofpublicfinancialinvestmentinChinesepublicculturalservicesystem.Onthebasisofrequirement-supplytheory,thepaperarguesthat, withthepresentlyabundantfund,thegovernmentshouldtakeitasitsmainfinancialinvestmenttoexpandtheconstructionofpublicserviceaspublicculturalservicesystem,andcompleteitsfunctionofpublicservice.However,therearestillacoupleofproblemsinthepublicfinancialinvestmentinthepublicculturalconstructioninChina,forexample,thetotalinvestmentfrompublicfinanceisnotadequate,theinvestorisstillnotmanifold,thesocialparticipation is stillinsufficient, theinvestment is not flexible enough, andthesystemofinvestmentisnotstableandensured.Thepaperarguesthatthereasonsfortheseproblemsarethreefold:first,thesystemofculturaladministrationisrigid;second,thecurrentsystemofpublicfinancialadministrationinChinadoesn’tencourageincreaseinpublicculturalconstruction;third,Chinaisnowinwantofadvancedculturalsponsoringsystem.Basedon theanalysis ofthe presentsituation andits causes,the paperputsforwardapackageofcountermeasures,suchasincreasingthepublicfinancialinvestment,encouragingdifferentsocialaspectstoparticipateintheinvestment,creatingnewmeansofinvestment,buildingareliablesystem,andcompletingtheevaluationofpublicfinancialinvestment.IntheanalysisofthecaseofMinhangDistrict,thepapercastslightonthefactofpeople’senhancedspiritualandculturalrequirementswiththerapideconomicdevelopment,andthedisparitybetweenthecurrentconditioninMinhangDistrictand people’s requirements. As solutions, the paper contends thatgovernmentcanincreasepublicfinancialinvestmenttoculturalconstruction;exertmoreinfluenceintheconstructionofpublicculturalservicesystem;innovatenewmeansofinvestment;encourageNGO,privateinstitutions,communitiesandothersocialaspectstoparticipateintheconstructionofpublicculturalservicesystem;strengthensupervisionuponandadministrationofthecapitalinvestedinpublicculturals
