摘要当前，中国的现代化建设和社会主义新农村建设正处于关键的时期，而农村地区的发展与城市地区相比，无论是在政策支持、资金投入、人才资源各个方面，差距仍然很大，如何加快农村地区的发展成为我们全面建设小康社会一个不能回避的问题。在当前情况下，加快小城镇建设与发展是中国进行农村改革和走向现代化的重要内容，也是推进具有中国特色的城镇化道路进程的重要力量。叶集试验区地处皖豫交界，地理条件、经济基础和历史文化积淀皆不同于省内其它地区，在小城镇建设问题上应本着实事求是的态度。因地制宜，发挥自身的潜在优势，形成独具特色的发展格局。本文依据社会学社区建设与发展以及小城镇建设理论，遵循党的十五届五中全会和党中央、国务院《关于促进小城镇健康发展的若干意见》精神，以实现农业、农村可持续发展为指导思想，对叶集试验区小城镇建设和发展进行个案分折。首先，从理论上界定了小城镇的内涵与外延，对小城镇建设和发展的理论进行了综述，为进一步深入研究叶集试验区乃至其它地域的小城镇问题奠定了理论基础；其次，对叶集试验区的小城镇发展的历程进行回顾，阐明了目前小城镇建设对叶集试验区发展的重要意义；接着对中国小城镇发展的几种模式进行比较分析，并对叶集小城镇发展的动力机制、特点进行总结，分析了叶集试验区小城镇发展出现的一些问题；最后，对叶集试验区小城镇建设提出一些对策和建议，对叶集试验区小城镇建设进行了规划构想，构建了叶集试验区小城镇发展的政策体系和框架结构。本文的创新之处在于：第一，对小城镇建设的理论依据和小城镇的功能构成进行深入探索，提出了独到见解；第二，通过对目前现代化小城镇建设的典型——叶集试验区的调查分析，从新的视角对小城镇的发展动力和发展战略进行了研究，创建了可具操作性的小城镇建设和发展的思路构想。本文旨在通过个人的绵薄之力，推动对叶集试验区小城镇建设和发展的研究，进一步探索小城镇发展对策，以加快叶集试验区农村城镇化的发展进程，合理配置农业资源，切实保护环境，实现农村地区的可持续发展。关键词：叶集试验区小城镇建设发展AbstractNow,itisthepivotalperiodofchinesemodernizationalconstructionandsocialistnewcountry,butcomparethedevelopmentofthecountrywiththecity,therearebiggapsexistnotonlythepolicysupportandtheinvest,butalsohumanresource,soitisanunavoidablequestionthathowtopromotetheruralarea’sdevelopment.Inthistime,theconstructionandthedevelopmentofsmalltownisanimportantcontentforChinatoreformandachieveruralmodenrization,anditalsoisasignificantfactortofurtherthewayofdevelopmentwithChinesefeatures.ThereformanddevelopmentexperimentalzoneofYeji,whichismarthwithAnhuiandHenanprovince,hasgeographicalconditions,economicsituationsandhistoricalfoundationsdifferenttothatofotheraerasinAnhuiprovince,So,itshouldgiveplaytoitsownlatentadvantage,formanoriginaldevelopingpaternwiththerealisticatitudeinthefaceofsmalltownsporblems.Inaccordancetothesociologicalconstructionanddevelopmenttheoryofcommunity,theauthormakesspecificanalysisforthesmalltownconstructionanddevelopmentinthereformanddevelopmentexperimentalzoneofYeji,followsaseriesofregulation,andlooksontheattainmentofsustaineddevelopmentinagricultureandcountryasthemajoridea.Firstly,thispaperdividestheintentionandexten
