AbstractThispaperattemptstodoamoremacroanddepthglobalstudyonthebasisoftheexistingeconomicreform.TheissuesinvolvedintwoaspectsofthereformoftheLateQingDynastyandChinaseconomicmodernization,andthepaperwanttobeabletomakesomecontributiontosupplementandimprovetheresearchsystemandresearchofthesetwofieldsofhistoricalresearch.ThisarticleattempttoexploretheinherentlawofthisreformandmakeafairevaluationbyaspectsoftheresearchonthebackgroundofthecentraleconomicandinstitutionalreformsoftheNewDealintheLateQingperiod,thereformofinternationalstudentsontheleftandrightoftheentireeconomicandinstitutionalreforms,reformtheinstitutionsandfunctionsofthevariousdepartmentstoadjust,reformofpersonnelchangesandthepoliticalstruggle.TheideasandprogramsofthecentraleconomicandinstitutionalreformsoftheNewDealerahavebeengotreadyforarelativelylongperiodoftime.Chinaconductamorein-depthstudyandlearningontheWesternmoderneconomicinstitutionstoandattentiontothecharacteristicsoftheeconomicinstitutionsoftheWestCentral,andwerecomparedwiththeQinggovernmentscentraleconomicagencies.RecommendationsoftheministerstostudyincountriesisoneofthemainbasisfordesignoftheNewDealofthecentraleconomicandinstitutionalreformprogram.StudentsstudyingabroadinterpretmostlymodernWesterneconomyofknowledgeandinformation,themostabletounderstandtheWest.Therefore,DuringtheNewDealreforms,mostofthebasicprinciplesandspecificreformmeasures,mostofthemfromthosestudents.Theyplayedanimportantroleinthereform.However,duetothelimitationsoftheirownunderstandingandconditionsofthetimes,theycompiledthecentraleconomicandinstitutionalreformprogram,therearealotofflaws.FromEstablishedtheQingDynastytotheReformMovement,theQinggovernmentscentraleconomicagencieshavefine-tunedReform,butdidnotfundamentallychangeuntiltheNewDealintheLateQingperiod,thecentraleconomicandinstitutionalreformsreallyexpand.Theinstitutionalsectorsadjustmentsrichfunctionsandchange,andachievespecializationandmodernizationofthefunctionsofthecentraleconomicagencies.Thischangecanbeattributedto
