ABSTRACTWith the promotion of global organization mode switching from single structure to multiple structure, the trend that organization mode switch from simplification to flattening, compound and networking is irreversible. With the drive of this trend, Hangzhou acts as one of the innovators in our country, has innovated its own style in organization mode regarding Corporate Social Entity. Furthermore, this mode has achieved many programs’ mode innovation about comprehensive maintenance such as the comprehensive protection of Xixi Wetland, the Hangzhou Canal ,Westlake and the Liangzhu Ruins Park, the West Lake Expo, the World Leisure Expo, International Maternal and Child industry Expo, creating wireless digital city,etc. Besides, the mode contributes to constructing favorable organizational operation mode background for some significant social economic programs.In this dissertation, the author based on summarizing Hangzhou’s Corporate Social Entities’ practice, aiming at analyze its definition, characteristics and operation mechanism as well as when applied to Hangzhou, discussing realistic difficulties which may cause problems such as organization’s indeterminate status and nature, capital operation mechanism is not complete, talent team construction is slow, etc. Combing with General idea and principles of fostering Corporate Social Entity, the article puts forward the corresponding suggestions to clarify legal status and the nature of the nonprofit, to strengthen financial support and tax supporting policies, to enhance the cohesion of Corporate Social Entity, to innovate talent mechanism construction and to improve the mechanism of encouragement and social evaluation, which aiming at the demonstration significance for many other cities and China’s local government reform, the political development and urban governance innovation.Key Words: urban governance; innovation of organization mode; Corporate Social Entity; Hangzhou目 录摘 要 ······························
