Therefore,Japan,togetherwiththeCommonLawSystem.countries,isfarbehindin theresearchofactusreusoftheillegalconductswhencomparedtheCivilLaw System.Therearemanytroublesinpractice.Throughthestudyofcomparativelawand thespecificcircumstancesinMainlandChina,wecandefineactusreusofthe administrativelyillegalconducts:(A)Actusreusoftheadministrativelyillegal conductsaretheoneswhichareperformedbymorethantwopeopledueto co-intentionandviolateadministrativelaw;(B)theviolationofadministrativelaw duetojointnegligenceshouldnotbedeemedasactusreus oftheillegalconducts;(C) solicitationbehaviorandhelpingbehaviorto bepunishedseparately.Substantive stipulationshouldcomplywiththedefinitionfirmly;thecasesettledseparatelyand theissueofhearingshouldbepaidenoughattention;officialwritingsshouldbemade uniformlybutnotseparately,whichhelpstopromotetheefficiencyandmakesiteasi
