strategiestodealwithanti-subsidyactively.Thisarticlewhichonthe basisofWTOdefinitionofsubsidiesandcountervailing,aswellasthe exceptionsofWTOdevelopingmemberswithintheframeworkofWTO, analysisoftheeffectonsubsidiesandcountervailingbyusingrelevant theoriesandestablishingthetwomodel.Countervailing,whichaffectinga widerange,spreadtothewholeindustrialchain,anditnotonlymakesthe exportssufferedtwoblowofanti-dumpingandanti-subsidy,andits competitivenessweakened,butalsohasanegativedemonstrationeffect onothercountriesandcausedachainreaction.Throughthedataand caseanalysis,itiseasytoseethatanti-subsidyinvestigationsare becominganimportantmeansofdevelopedcountriestocurbtrade againstChina.Ofcourse,thereasonofforeigncountervailingagainst Chinacanbesummedupintwosides.Onthetermsofexternal,therapid growthofChinainforeigntradeledpressuretotheforeigncountries,and somedevelopedcountrieswanttocontainChineseeconomythrough countervailingmeans.Becauseoftheprevalenceoftradeprotectionism andthedrivenbytheinterestgroups,anumberofcountriesamendits domesticlawtoapplyanti-subsidymeasurestoChina;onthetermsof internal,itreallyhasunreasonableonthesubsidiespolicyofChina,for example,thereisspecialtropismcharacteristicinthesubsidiespolicyof China,thecentralandlocalsubsidiesareinconsistent,andbetweenthe subsidiespolicyofChinaandtheeconomicdevelopmentstrategyofthe countrythereisanasymmetry,andsoon.Inordertorespondtoforeignanti-subsidyagainstChinaeffectively，thisarticlethinkthatweshouldstartworkfromgovernment,industryassociationsandenterprises,and seekcountermeasurestoprotectdomesticindustriesandthe fundamentalinterestsoftheenterprisesactively.Firstly,theGovernment,shouldspeedupitsreform,andimprovetheanti-subsidylegislation,atthe sametime,accordingtotheSubsidiesandCountervailingMeasures Agreementtoadjustourpolicyofsubsidize,shouldestablishandimprove anti-subsidyinvestigationsoftheearlywarningsystemandresponse mechanism.Whenencounteredanti-subsidyinvestigation,wecanmake fulluseofthespecialtreatmentofdevelopi
