AbstractThroughthedevelopmentofmorethan30years,Chinesetourismindustryhasgainedgreatprogressandhasbeingthemostdevelopmentalindustryinallworksofindustryeveninthecivileconomy.BytheforecastofWTO,Chinawillbecomethefirstreceptioncountryoftourismandthefourthoutputcountryin2020.Asthekeydepartmentofopen-uppolicyoftourismindustry,travelagencyplaysaveryimportantroleandhardcoreinit.Asaresult,theextentofdevelopmentoftravelagencywillindicatethedevelopmentallevelofacountry’stourismindustry.HavingbeenaccessedtotheWTO,ChinesegovernmentkeepsitspromisesanddecidedthatfromJuly1st,2007,alltravelagencieswhichareinvestedbyforeigninvestorwillbeabolishedtherestrictionofsettingupbranchsectionsinChina.Fromthedayon,allChinesetravelagencieshadbeenstandingatthesamelinewiththeonesofforeigninvestortocompeteinthefurioustourismmarket.However,comparingwithinternationalcompetitivelarge-scaletravelagencygroups,theonesofourcountryarenotonlysmallincapitalscale,butalsoshowagreatdisparityinenterprisesystemandmechanism,businessmanagement,marketingnetworks,technologymeansandproductexploitationsetc.sothereismuchdifferencewiththedemandofourcountry,whichextremelyblockedthefurtherdevelopmentoftourismindustryofChina.SinceChinajoiningintheWTO,thepeoplefromindustryoftheorytopracticeareexploringeffectivewaysforthedevelopmentofChinesetourismindustry,andoneofthemostimportantwaysisConglomeration.Basedonthetheoreticalfoundationofdevelopmentofenterprisegroupoftravels,andaccordingtothestudiesofrelatedtheoriesandpracticesofhomeandabroadespeciallyinaccordancewiththecharacteristicsofGuizhoutourismindustry,thethesisputforwardthattakingthetravelagencygroupformintopracticeistheonlywayforGuizhou’stravelagenciestogettingoutofawfuljam.Afteranalyzingthefundamentalityandurgencyofgroupform,thethesisanalyzedthestrategicenvironmentandadvancedthestrategicconceptionofGuizhou’stravelagencies.Tobesure,atpresent,Guizhou’stravelagenciesshouldbebasedontheperfectionofmodernenterprisesystemandinnerdepartmentmechanism,dependingontheforceofmarket,
