Based on the grounded theory， researchers analyze the content of the Scheme implementing processand summarized the key influencing factors as well as its mechanism. The result indicates that the goal setting， organizational internal management and the external support have significant impact on the effective implementation of the air control policy. Specifically， the clarity， difficulty， the decomposition and misunderstanding of the goal set by the air control policy are the leading factors to result in normal and deviation implementing behaviors. Among this relationship， the internal management factors including the horizontal and vertical managing structures， value orientation would affect the implementing strategy. While the external support such as the public supervision， institution restriction and resources input would affect the implementing impetus. Both the implementing strategy and impetus perform a double helix promoting role on the goalbehavior relationship. 　　Key words：air pollution governance； goal setting； im
