Under Chinese Style Decentralization, a multi-task principal-agent relationship emerges between the central government and the local government because of information asymmetry, different goals and multi-tasks held bythe local government.The model in the paper implies that the incentive cost will be lower when the tasks conflicting with economic growthareseparated from local government andlet other government organizations independent of local government be in charge of these tasks than that when the local government hold all these conflicting tasks. The model also provides a deep insight into the practice of vertical management reformsince thelater1990s.
