环境保护部文件 《关于开展环境污染损害鉴定评估工作的若干意见》
（环发 〔2011 〕60号）。文件提出了开展环境污染损害鉴定评估工作的意
义、指导思想、工作原则、工作目标、工作任务、试点工作部署和保障措
施。
Ministry of Environmental Protection (MEP) issued Opinions on carrying
out environmental damage assessment work (MEP[2011] No. 60). The file
proposed the meaning, guiding ideology, principle, aims, tasks, pilot work
deployment and security measures of developing environmental damage
assessment.

环境保护部发布 《关于印发 〈2012年环境污染损害鉴定评估工作要
点〉的通知》(环办 〔2012 〕74号)。文件从推动试点工作、推进制度规范
研究、开展软硬件建设三方面提出要求，要求尽快提高鉴定评估的基础能
力、鉴定能力和权威性。
MEP issued The notice on the issuance of environmental damage
assessment work point in 2012 (Office of MEP [2012] No . 74). From three
aspects, such as promoting the pilot work, promoting the research on standard
system, developing the construction of hardware and software, the file claimed to
improve the foundation capabilities, identification capabilities and authority of
appraisement as soon as possible.
