国有企业非商业功能问题研究 摘要 国企改革一直是社会主义市场经济建设中关注的焦点,这不仅是一个经济学、管理学关注的课题，而且也是政府管理的课题，国企改革在经济领域和工商企业管理领域已有不少研究成果，但在公共管理领域则相对较少。本文以公共管理理论为基础，把国有企业属性理论作为论文研究的出发点，从公共管理角度对国有企业非商业功能的内涵进行阐释，对国有企业营利与非营利之间辩证关系存在的问题进行深层次的分析，力图把国内外必威体育精装版的关于国有企业的相关发展理论，运用到企业实际管理工作中，提出发挥企业非商业功能作用的政策建议和加强这一功能国企应该采取的管理措施，强调建立科学合理的国有企业改革观，加强对国有企业非商业功能的发挥，正视加强国企非商业功能后的“利益损失问题，完善国有企业非商业功能的立法规定，为国企改革在非商业功能方面能够进一步发展做出有益的探索。 关键词： 国有企业 非商业功能 公共经济性 社会责任 Abstract The reform of State-owned Enterprise has always being me focus during t11e construction of Socialist market economy．The reform of State-owned Enterprise is not only the topic in the fields of economics and management science，but also in government administration．There are many research findings about this topic in the fields of economics and business administration，relatively few in the field of public administration． On the basis of theories of public administration，this article takes the attributable theory of State-owned Enterprise as starting point， explains meanings of non-commerical functions of S State-owned Enterprise，analyzes questions of dialectic relationships between me profits and nonprofits of State-owned Enterprise in depth in order to strive for apply latest developing theories both at home and abroad of State-owned Enterprise to enterprise’s actual works． This article also puts forward some suggestions about how to bring enterprise’s non-commercial functions into play and some control measures about how to strengthen this function，emphasizes that State-owned Enterprise should establish scientific and reasonable concepts of reformation, Should reinforce to execute non—commecial functions of state-owned Enterprise，also face problems about ‘‘benefits losing losses’’after reinforcing non-commercial functions，and perfect 1egislation regulation about non-commercial functions of State-owned Enterprise to make beneficial researches furtherher for me reform of s State-owned Enterprise in respect of non-commercial functions.
