This was the first system in the world which realized automated latent fingerprint matching. In 1997, NPA made AFIS advanced by introducing on-line terminals. This made possible to make inquiry from many remote sites such as Prefecture Police Headquarters (PPH) and Police Stations (PS). Thus we could drastically shorten the inquiry time. In Japan there are 47 prefectures [1], and every prefecture has its own police headquarter. Police executes criminal investigation, public security, traffic regulation and others related public safety. PPH treats fingerprints in its judicial area. On the other hand, NPA is one of the government organizations and deals with the nation-wide policy related activities. That’s why, in order to identify fingerprint, NPA has researched and developed AFIS from the nation-wide standpoint of view. Outline of inquiry of fingerprint is shown in Figure37-1. Inquiry of latent fingerprint - PPH uses latent fingerprint to identify suspects by making inquiry into the NPA’s rolled fingerprints database. Inquiry of rolled fingerprint – PS uses rolled fingerprint to confirm criminal records of arrested suspects by making inquiry into the NPA’s rolled fingerprints database and criminal records database at the same time.
