摘 要 本文在国家总体规划法规的指导下，通过对黑龙江省望奎县望奎镇现状资料的综合分析，从望奎城镇的实际出发，总结上一轮城市总体规划中的城市道路基础设施建设相对滞后、居住环境质量较差、城市公共设施配套建设滞后等问题，并从中吸取经验，提出望奎新一轮的近远期总体规划方案规划中力求切实解决望奎城区发展中的实际问题调整城市规模和结构，改善城市职能，提升城市品位，突出城市特色，保证城市发展适应市场机制，高效、持续、协调地发展，为望奎县的经济、社会、文化及城市建设在新世纪内取得更大的发展创造良好的物质空间环境，使望奎城镇成为生态环境优美，经济繁荣发达，社会稳定协调的生态型城镇。规划后，应通过加快中心城区的各项建设、适当进行城市用地结构的调整、促进城市土地的增值和资产重组等措施使规划得以顺利的实施。 望奎镇总体规划；城市建设用地；用地结构；规划布局；道路交通景观绿地 ABSTRACT In this paper, the overall planning of national laws and regulations, under the guidance of Wangkui city in Heilongjiang province through a comprehensive analysis of the status information, from the reality of Wangkui city, summed up the last round of cities that exist in the overall planning of urban road infrastructure is lagging behind, the living environment of poor quality, urban lagging behind the construction of public facilities and so on, and draw experience a new round of Wangkui city in recent long-term overall plan. Planning should be adopted to speed up the construction of central urban area, due to the restructuring of urban land use, and promote the value of urban land and assets and other restructuring measures to smooth the implementation of planning.
