“互联网+”背景下中国基本养老服务运行机制研究 　　摘 要 随着“智慧城市”建设理念的提出和云计算、大数据等网络技术的发展，发展“智慧养老”模式成为老龄化社会的必然趋势。依托现有的资源，以较为成熟的养老服务机构为基点，以社区、养老机构为纽带，通过信息云平台、移动终端搭建养老服务信息网络，提供家政保洁服务、老年人健康保健、丰富老年人日常生活等多种基本养老服务项目。根据我国的社会文化、养老服务特点，提出三个发展阶段：第一步规范完善相应法律法规；第二步加强社会信任体系建设；第三步推广网络科技应用，以三阶段的方式进行“互联网+养老服务”运行机制的建设。 　　关键词 互联网+；基本养老服务；养老服务中介机构 　　中图分类号：C979 文献标志码：A 文章编号：1006-1533（2017）06-0006-04 　　Research of the operation mechanism of the basic pension service under the background of “internet plus” in China 　　LI Anqi 　　（School of Management， University of Engineering and Science， Shanghai 201620， China） 　　ABSTRACT With the development of “smart city” concept and the development of cloud computing， big data and other network technology， the development of “smart pension” model has become an inevitable trend of aging society. Based on the existing resources， with pension services more mature as the starting point， taking the community and pension institutions as a link， the old-age service information network is established through the mobile terminal information cloud platform to provide housekeeping services and elderly health care and to rich elderly daily life and other basic pension services. According to China’s social culture and pension service characteristics， three stages of development are put forward， that is the first step in standardizing and improving the relevant laws and regulations； the second step in strengthening the construction of social trust system； and the third step in the promotion and application of network technology.
