Being able to provide timely responses to disaster aid requests is one of the key outcomes of measuring the performance of the rescuing activities. The interagency feature brings the needs and difficulties of collaboration. However, information systems developed for assisting disaster management tend to be fragmented, resulting in a failure of effectively supporting the disaster management decision activities. In order to improve the effectiveness of supporting disaster management decision, an integrated disaster management information framework has been developed to support the collaboration activities. Designed with the philosophy of I-ching and implemented by web service technology, this framework uses project management theory as its element to integrate activities of different administrations.
