In this age, the material growth no longer simply relies on the traditional real economy, but on the growth knowledge, and “intelligence” becomes the keyword of present goal and future development of this age. However, for the basic intelligence of a city development, the government construction lies in a most core position, and how to realize government intelligence involves almost the success or failure of city intelligence development.
