On the other side of Filandia is the state of Manganesia. The report is to help Filandia consolidate its maritime zones in accordance with UNCLOS and coordinate the government’s efforts to the work about maritime zones. The author would analysis the following situations about the issue one by one. The first situation: A low tide elevation lies 18 nm off the deeply indented coastline on which there is a 17-meter high wind turbine According to Article 47 of UNCLOS, baselines of the archipelagic state shall not be drawn to and from low-tide elevations, unless lighthouses or similar installations which are permanently above sea level have been built on them or where a low-tide elevation is situated wholly or partly at a distance not exceeding the breadth of the territorial sea from the nearest island. In my opinion, the wind turbine is for economic purpose, however, the light house is for the purpose of navigation safety, and so, the wind turbine is not the similar installation with the light house. On the other hand, the low tide elevation lays 18 nm off the deeply indented coastline, and it is not situated wholly or partly at a distance of 12 miles inside the breadth of the territorial sea from the nearest island. Based on the above analysis, the baselines shall not be drawn to and from the low tide elevation which lays 18 nm off the deeply indented coastline with a 17-meter high wind turbine.
