中国无障碍建设实践与展望 中国残联副主席 吕世明 【摘 要】近年来，伴随着中国经济社会的迅速发展，中国政府有关部门从促进经济社 会协调发展、尊重残疾人、老年人的权利、推动社会文明进步的角度，对无障碍建设予以推 进。各级政府以及住房和城乡建设、铁道、交通运输、工业和信息化、旅游、残联等部门加 大了对无障碍建设的资源投入，社会各界也对无障碍建设给予了有力支持，使中国无障碍建 设得到快速发展。 中国无障碍建设进展主要体现在：一是无障碍建设法律法规进一步完善，为科学、规范、 系统推进中国无障碍建设提供了法律保障。二是建立了无障碍建设技术标准体系。为无障碍 建设提供了技术支持。三是无障碍建设广泛开展，形成了城市无障碍化的基本格局。四是无 障碍建设得到社会各界的广泛认同。 中国无障碍建设面临新的发展机遇，未来将继续把无障碍建设融入国家经济社会发展规 划，切实贯彻实施《无障碍环境建设条例》；推进农村、小城镇无障碍建设；对残疾人家庭 进行无障碍改造；进一步加强信息交流无障碍建设。为创造一个更加方便、美好、和谐的无 障碍环境继续不懈努力。 【关键词】无障碍建设 实践 展望 【Abstract 】In recent years, with the rapid economic and social development in China, relevant departments of the Chinese government has made great efforts to promote accessibility construction in order to promote coordinated development of the economy and society, protect the rights and interests of people with disabilities and the senior citizens, and advance social progress and civilization. Greater resources have been put into accessibility construction from relevant authorities from central and local government, such as Ministry of Housing and Urban-Rural Development, Ministry of Railway, Ministry of Transport, Ministry of Industry and Information Technology, National Tourism Administration as well as China Disabled Persons’ Federation, etc. Various circles of society have also provided strong support to the accessibility construction, achieving rapid development in this field. The progress of accessibility construction in China is mainly reflected as follows: First, the laws and regulations of accessibility construction have been further improved, providing a legal guarantee to promote accessibility construction in China in a scientific, normative and systematic way.
