项目治理课程设计 关于政府投资项目代建制的分析研究 学院：管理科学与工程学院 专业：项目管理专业 班级：0901 学号： 姓名 ： 二0一二年六月二十日 关于政府投资项目代建制的分析研究 摘要 政府投资项目是推进国民经济发展的重要动力,关系到国计民生和百姓的切身利益,其管理模式一直难以适应政府投资项目的发展,代建制是解决这一问题的有效途径。我国近年已出台一系列政策法规,支持在政府投资项目中推行代建制,并在全国各地因地制宜地进行了许多有益尝试,但在尝试过程中,同时也暴露出在政策、技术、管理等诸多方面存在的问题。这些问题如果能得到较好的解决,必将使政府投资项目的管理迈上良性发展轨道,进一步拉动我国经济社会的全面发展,而且可大大促进我国建设投资市场的规范管理。本文研究的目的就在于此,希望能够做一些有益的探索。 本文采取实证分析、理论和实践相结合、网上收集资料、国内现状调查等方法,采取理论研究的方式对我国的政府投资代建制情况进行了较为深入的研究分析。论文首先提出了研究的背景、目的意义、研究现状及问题的提出;其次全面回顾了我国政府投资项目代建制的发展历程和几种典型模式以及在运行实践过程中存在的问题;接着阐述了政府投资项目代建制的相关理论,其中包括概念特点、理论依据、代建制各相关方的责权分析及代建制与其它工程管理模式的辨析;接着,针对政府投资项目代建制在我国的进一步发展完善,提出了自己的重构设想和有关对策建议;最后,对代建制今后在我国的发展前景进行了展望。 Abstract Government investment projects is an important driving force for promoting national economic development is related to the vital interests of the peoples livelihood and the people, its management has been difficult to adapt to the development of government investment projects, agent is an effective way to solve this problem.
