The Court is a permanently constituted tribunal, governed by a stat-?ute and its own body of rules of procedure, binding on all parties having re-?course to the Court.? (2). It possesses a permanent registry, performing all the necessary func-?tions of receiving documents for filing, recording, and authentication, gener-?al Court services, and acting as a channel of communication with govern-?ment and other bodies.?
